Discovery and Emergency Response According to preliminary incident bulletins released by the Birmingham Police Department, a city public works maintenance worker routinely servicing the block discovered Ms. Henderson at approximately 7:30 a.m. Emergency medical service personnel and police officers responded to the scene, where attending paramedics pronounced her deceased.
